The meter only works when used in autoexposure. It is interesting that canoet cheaper Canonet 28 is, in a sense, more automated than the Canonet G-III 17, since the auto-exposure controls both aperture and shutter.
It’s off only slightly, and only appears to be off horizontally. Usually there is an adjustment screw to fix this you need to take off the top of the camera. And the mercury PX battery is no longer available.

Now I find myself in the odd place of having bought one of each on E-Bay but recevied neither yet. I found myself unable to use it on a very bright day or after the sun went down.
The rewind knob has a crank which is folded into the top of the knob when not required. So, I would suggest just finding out the horizontal alignment adjustment, tweaking it to fix it and then to shoot a roll to verify the focus.
Just checked it with a measuring tape and the alignment is way off. It was the budget model of the Canonet range, made from mostly plastic.
